KOCHI: A week after the Mumbai terror attacks, Kerala’s 575 km coastline remains totally porous and extremely vulnerable to terrorists.




The marine policing agencies are cobbled by acute shortage of manpower, gadgets and funds. The coastal base station officers in the state do not even have kerosene to fuel their boats!

SOUTHERN COASTLINE : On the southern coastline of the state, the local police are responsible for monitoring the coastline. However, the police team does not even have fast patrol boats or sufficient personnel trained in offshore operations.



The fishing vessels moving in and out of Vizhinjam harbour in their hundreds are not monitored. At Kovalam beach, frequented by hundreds of foreigners, there is just one police outpost. The entire stretch from Vizhinjam to Kochi has a single Coast Guard station with one patrol boat.




CENTRAL COASTLINE: Another scene of a tattered security and surveillance system can be seen on the Fort Kochi coast. The coastal base station is supposed to undertake patrolling within 12 nautical miles off the coast. In theory, that is. Express found the base station in utter disorder. ‘‘We don’t have enough patrolmen,’’ said an officer at the station.

The shocking part: The coastal base station police who guard the entire coast of Kochi have got just one weapon — a 6.5 mm revolver.




NORTHERN COASTLINE: The Marad massacre forced the police to keep patrolling on the seas along the coastal areas in Marad and Puthiyappa in Kozhikode.

The police and intelligence agencies did some checking at the Payyoli beach and nearby areas after the rumour spread that unidentified persons had approached dhow manufacturers here to build a boat with specific features.




Note -

1. Central intelligence report about the safety and care about Kerala Coast;

2. UDF AND LDF Governments till this day neglect and do not mind this security alert;

3. The state government has a responsibility, to policing the coast line;

4. The force detailed to this heavy duty, is totally, not equipped, and not trained such jobs;

5. The fire-power to meet the terrorists, is not adequate,  and the boats to chase them, is not modern;

6. The number of force is not enough to look after full length of the coast;

7. A separate unit must be raised, given special training, provided best arms and transport and other technology required;

8. The task is not easy, but political setup and will to take on  the present  task is not here;

9. Here time is wasted petty quarrels, corruptions, various political marches, walk-outs, and so on;

10. Truly there is no Governance at all, total inefficiency.




My view -

1. Ruling LDF and the opposition UDF MUST STOP RIVALRY;

2. ACT RESPONSIBLY;

3. Priority on internal security, and for this Government is not bothered;

4. As these idiots never experienced any terrorists attack;

5. IT IS TIME TO WAKE UP AND SHOW RESPONSIBILITY BY THE KERALA PEOPLE AS WELL AS GOVERNMENT.
